Meet our Leadership Team
Caroline Blair-Smith
Senior Vice President, Strategy & Engagement
As Senior Vice President, Strategy & Engagement, Caroline leads the teams responsible for strategy, stakeholder engagement, customer care, communications, and human resources. Together, these teams help deliver on our commitments, connect our customers with timely information, engage communities across the province, and ensure our workforce is ready for the constant change happening in today’s energy industry.
Over nearly two decades at the Halifax Regional Municipality, she built a career focused on people—leading work in human resources, finance, information technology, communications, legal, and facilities. Along the way, she came to see community as more than a place, but as the people, services, and connections that shape daily lives and help individuals thrive.
Known for her collaborative and authentic leadership style, Caroline believes the best solutions come from empowering the people closest to the work. Whether improving customer experience, supporting employee growth, or strengthening relationships with the communities we serve, her focus remains the same: helping people feel connected, supported, and heard.
Caroline joined Nova Scotia Power as Vice President of Human Resources in 2023 and is a Certified Human Resources Professional. She holds a Bachelor of Arts from Dalhousie University and a Labour Relations certificate from Queen’s University.
Caroline’s previous experience includes Deputy Chief Administrative Officer with Halifax Regional Municipality and management positions with Coca-Cola Canada Bottling.
Active in her community, she is a Board member with the Mental Health Foundation Nova Scotia and volunteers with newcomers through various grassroots community programs and Dalhousie University alumni.
